Industry Update: Flat 20p Deposit Level Confirmed for 2027 DRS Launch

As your partner in navigating the evolving retail landscape, PGMA are sharing a significant update regarding the upcoming Deposit Return Scheme (DRS). Exchange for Change, the industry-led body responsible for the scheme across England, Scotland, and Northern Ireland, has officially confirmed that a flat 20p deposit will be applied to all eligible containers.

What this means for your store: When the scheme goes live in October 2027, a 20p deposit will be added at the point of purchase for all single-use drinks in:

PET Plastic

Steel

Aluminium

(Capacity between 150ml and 3 litres)

This deposit is fully refundable to your customers when they return the empty containers, providing a clear incentive to recycle while keeping the system simple for both retailers and shoppers to understand.

Why 20p? The decision follows extensive research into global schemes and consumer behavior. Findings suggested that a lower deposit (under 15p) wouldn't provide enough motivation to hit the 90% return target, while a higher 30p deposit might prove too expensive for customers at the checkout. By opting for a flat rate rather than varying it by size, the scheme remains straightforward to manage at the till and in the stockroom.

How PGMA is supporting you: With roughly 18 months until launch, this announcement provides the clarity needed to begin operational planning. We know that DRS brings questions about handling fees and space, rest assured, PGMA is monitoring these developments closely to ensure our members' interests are represented.
